Portland Natives Hopes Soul District Will Counter Gentrification

Between 2000 and 2014, 8,900 African Americans moved out of Portland’s north and north-east neighborhoods, according to US Census Bureau data. This means that the African-American population dropped from 30% to 17% in the span of only four years. Now, the city of Portland has pledged to spend $32 million on affordable housing in the Interstate Corridor of its city. Portland native Carl Talton is on a mission to preserve his community's cultural identity and he's a member of a group of black professionals who want to combat the gentrification of their neighborhoods through the Soul District initiative.
